financial criteria. It is assumed that other considerations such as health and the environment, which could be included, will be dealt with separately. It is also assumed that the schemes are all designed and constructed using the same criteria.
3.3.1
Scoring for Individual Criteria.
The range of the scoring system for individual criteria and whether the scale from high priority to low priority is ascending or descending is immaterial provided a consistent system is used for all criteria. In the example shown in Table 3.1, a scale of 110 has been used, with 1 being minimum importance and 10 being maximum. Other ranges are equally valid but they should reflect the level of accuracy with which criteria can be measured, bearing in mind that all the criteria must be measured using the same scale. As an example, the method used for determining the scores for each of the criteria used in Table 3.1 now follows.
