provide an appropriate level of public services. In that part of the Southeast Zone with less severe physical and socio-economic problems, the programme aimed to provide conventional sewerage. For the rest of the zone and for Pasacaballos, with their greater limitations in terms of physical and socio-economical conditions, the programme sought a more suitable sanitary solution.
The Southeast Zone comprises a large section of Cartagena and lies adjacent to a very shallow lagoon, 2200 ha in area, which is highly polluted by several discharges from the Cartagena sewerage system. In 1981, the part of the Zone under the rehabilitation programme had 45000 very poor inhabitants occupying 260 ha of a flat area along 6.5 km of the lagoon shore. The average width of the populated area was 400 m, with elevations slightly above the lagoon water level. Here the soil is soft (0.10.2 kg/cm2 bearing capacity), plastic and consisting of impervious clay and lime combined with refuse material. The water table is very high.
Pasacaballos is located on the mouth of Canal del Dique, a branch of the Magdalena river, on the Bay of Cartagena. In 1981 the population, also very poor, was 4000 and occupied 40 ha. Soil conditions of approximately half of the area are similar to those of the Southeast Zone, with the remainder being better in all aspects.
Finding a sanitation solution appropriate to the conditions of both areas was the object of the project 'Study of Sanitary Solutions in the Southeast Zone of Cartagena and the Jurisdiction of Pasacaballos' which the author's consulting firm carried out between March 1981 and November 1982.

Execution of the Study
Our broad approach to the study entailed gathering information on two principal factors: first, which technologies existed; and second what physical, economic, social and cultural conditions prevailed in the areas of interest. With this information, we would be able to select technologies appropriate to the conditions. To ascertain the relevant conditions in the areas of interest we interviewed representatives of the official housing agency and members of the community chosen at random. We also carried
